Togar finished his bachelors in 2000 in Institut Teknologi Sepuluh Nopember, majoring in Civil Engineering. In 2003, he got an MBA from University of Twente, Netherland, majoring in environment and energy management with a scholarship from Netherlands Education Center, Stunned.

Before joining Petra in 2005, Tigas has worked in several construction companies as the project manager. In 2003, he worked as a consultant in Municipality of Hengelo, Netherland. His publication published in national-accredited journals, international journals, and conferences. His research focusing on innovation and sustainability-related with the environment.
